Fostering Engineering Reliability for Long-Term Success

Building Future Networks

Executive Summary

In a world increasingly shaped by geopolitical tensions, environmental challenges and rapid technological change, the resilience of global network infrastructure has never been more critical. This white paper outlines the urgent need to construct networks that connect today's populations while safeguarding against future risks. Submarine cables and terrestrial networks are more vulnerable to disruption than ever before; compounded by persistent regulatory and supply chain challenges. The path forward lies in prioritising investments in network resilience. This entails investing in diversified routes, fostering collaboration, and developing the capacity to continuously adapt to an ever-changing operational landscape. Network operators must shift their focus from short-term gains to long-term stability, ensuring infrastructure sustains critical services even under the most unpredictable circumstances. RETN's distinctive network-first strategy is not only ethically sound but inherently logical for all network operators seeking sustained commercial success. This white paper issues a call to action for the industry: prioritise network resilience, foster innovation, and ensure the networks we build today can meet tomorrow's demands. Network Vulnerability: The Scale of Geopolitical Risks and Broader Threats Geopolitical turbulence is placing strain on communications infrastructure, as evidenced by recent disruptions in regions like the Red Sea and the Strait of Malacca caused by severed submarine cables. Reports suggest the Red Sea disruption affected 25% of data traffic between Europe and Asia, though this figure appears significantly underestimated. Based on our network observations at the time and customer feedback—including from several major consumer ISPs in Southeast Asia—a more plausible figure is 60–70%, whether due to network congestion or extended data transit times. Beyond the cable cuts, design flaws and a scarcity of new cables exacerbated the problem. Connectivity between Asia, Africa and Europe currently relies heavily on two primary submarine cable systems: Asia-Africa-Europe 1 (AAE-1) and Southeast Asia-Middle East-West Africa 5 (SMW-5). Both lines, commissioned in 2017, traverse Egypt—a critical terrestrial transit point for submarine cables crossing the Red Sea into the Mediterranean. Regrettably, this routing creates a single point of failure; any disruption within Egyptian territory would inflict substantial damage upon global communications networks. Despite repeated post-pandemic pledges to plan new submarine cables, the sole new cable spanning Western Europe and Southeast Asia (SEA-ME-WE 6)—originally slated for deployment next year—now faces delays beyond 2025 due to ongoing Red Sea instability, further exacerbating network vulnerability. Barriers to Eliminating Single Points of Failure What, then, is impeding new cable construction? As geopolitical tensions persist, supply chain disruptions are affecting the availability and deployment of telecommunications equipment. Firstly, only a handful of global companies possess the capability to manufacture the required high-voltage direct current (HVDC) cables and converters, resulting in limited production capacity and backlogged orders. Specialised vessels required for cable-laying are also in short supply, making cost-effective short-term charters difficult. Crucially, vessels used for laying submarine cables also undertake maintenance of existing cables; the current high incidence of cable faults further delays the urgently needed new infrastructure. Secondly, during the pandemic, order cancellations and economic uncertainty severely disrupted semiconductor production. These critical components – chips – process data transmitted via submarine cables. The technologies used to manufacture and maintain submarine cables, including signal processing and data transmission, are equally reliant on semiconductors. In the wake of COVID-19, we continue to grapple with the lingering effects of a global chip shortage, whose geopolitical consequences are intensifying. For instance, Chinese officials have mandated that major domestic telecommunications operators phase out foreign semiconductor products from their networks by 2027. New submarine cable projects have been delayed due to supply chain challenges. Climate change presents another critical issue, with rising sea levels eroding coastal infrastructure. In South America, beach erosion has become so severe that previously submerged submarine cables are now exposed, significantly increasing the risk of network outages. However, these climate risks largely constitute long-term threats. The immediate priority is to explore how to ensure digital connectivity remains intact during physical disruptions. Humanitarian Crises and Connectivity Needs Over the past decade, an average of 24 million people have been displaced annually by disasters; 92% of these were weather-related, with half involving flooding. In East Africa alone, since March 2024, extreme rainfall driven by El Niño has displaced 234,000 people, including refugees from 11 nations; while the February 2023 earthquakes in Turkey and Syria caused severe disruption to communications networks. Furthermore, the Russian invasion of Ukraine has displaced millions, inflicting significant damage on the region's internet infrastructure. As more people become displaced by these events, ensuring they can access the internet quickly and securely is vital, enabling them to maintain contact with loved ones and government leaders. This underscores the need to build diverse and resilient infrastructure that maintains connectivity regardless of disruption type. After all, the question is not ‘if’ incidents will occur, but ‘when’. Response Strategy: The Strategic Significance of Diverse Routes When addressing cyber risks, preventative measures may not always succeed – as demonstrated by social unrest – but precisely for this reason, developing the right response plan is paramount. This necessitates mastery of response strategies. One example of our effective response to network vulnerabilities occurred when RETN doubled transmission capacity between China and Central Asia following a submarine cable cut. Specific measures included prioritising terrestrial transmission routes and ensuring multiple submarine cable systems were deployed, rather than concentrating traffic on a few high-capacity cables. Consider the April 2024 incident involving the SEA-ME-WE 5 submarine cable in the Strait of Malacca. As one of only two submarine cables connecting Bangladesh, this disruption caused the nation's internet capacity to plummet by a third and severed all communications between Singapore and the SEA-ME-WE 5 landing station at Kuakata. That same year, repairs to the Red Sea submarine cable were delayed for months due to regional instability. These incidents have heightened customer demand for enhanced network resilience against future instability. Consequently, prioritising the deployment of diversified routes is paramount for all serious network operators. This entails assessing single points of failure risks in existing infrastructure and proactively investing in additional architecture. Network operators should provide at least four routes for any geographical region, ideally five or more. Central Asia and TRANSKZ: The Tangible Value of Terrestrial Diversification In Central Asia, landlocked nations sandwiched between Russia and China suffer from a lack of submarine fibre optic connections. Traditional links to global internet exchange hubs like Frankfurt and Hong Kong involve exceptionally long fibre distances (approximately 6,000–7,000 kilometres), resulting in high costs and frequent cable disruptions. Consequently, we invested in building TRANSKZ—this unique land cable bridging Eurasia. It provides protective services by default (data automatically reroutes to redundant paths during failures) and employs cutting-edge equipment supporting modern transmission speeds. Yet when the Red Sea route disruption occurred, RETN successfully maintained high-level connectivity between affected regions thanks to the TRANSKZ network. While numerous carriers were compelled to reroute Eurasian traffic via the United States, resulting in substantial latency increases, RETN's Eurasian traffic performance remained largely unaffected. A Moment of Transformation: Addressing a Decade-Long Design Flaw Enterprises and internet service providers should routinely review their network dependencies and collaborate closely with network suppliers to ensure multiple redundant routing options are implemented. This includes requiring suppliers to submit regular resilience reports detailing mitigation measures for potential risks. Lessons must be drawn from a decade-long flaw in global network design – overreliance on single points of failure amplifies their impact. By creating more resilient and diverse routing options, dynamic traffic management becomes feasible. This is key to achieving universal network stability. Collaborative Competition: Regulatory Transformation and Tech Giants' Role Having formulated an ideal response strategy, greater focus must shift towards regulatory practices shaping digital infrastructure and market consolidation initiatives. Europe's telecommunications sector faces challenges from regulatory inconsistencies and ISP market dominance, which impact network resilience. Simultaneously, as content giants, Google, Microsoft, Amazon or Meta can drive new cable system investments with a single order. For better or worse, network infrastructure development now hinges on these giants' procurement power. Regional Development: Connecting Neglected Areas The final piece of this puzzle involves connecting and developing historically neglected regions. Integrating countries like Armenia, Kyrgyzstan, Tajikistan, and Georgia into the interconnected network not only introduces complete industries to these nations but also empowers them to establish autonomous global industrial systems and export channels. Investing in cross-regional partnerships is key to securing alternative connectivity pathways during geopolitical crises. Five Core Questions for Network Design

How does our service provider's network architecture align with our business's future growth?

What is the true cost of network disruptions and downtime?

How does network infrastructure address evolving security threats and compliance requirements?

How can network latency and performance optimisation be best managed?

Which geographic regions warrant prioritisation, and are there single points of failure?

Conclusion As geopolitical risks intensify and humanity's dependence on connectivity deepens, building resilient, secure, and adaptable network infrastructure has never been more critical. Constructing tomorrow's networks demands a fundamental shift in priorities – placing the needs of people and communities above short-term economic gains. By creating networks that embody resilience, reliability, and security, we can forge an ethical and strategic network ecosystem that defines tomorrow's industry leaders.

The lag map: The most frustrated internet users

Buffer zones: Where connectivity frustration is most common
1. Croatia | User Frustration Score: 26.32Most common search: “Buffering” Croatia has made rapid progress in expanding internet access, with the majority of its population now online. Likewise, fibre-optic connections overtook copper-based networks for the first time last year, yet high-speed internet is still not fully available nationwide. Approximately 66% of households can access speeds of 100Mbps or higher, while only 25% of rural properties have access to fibre coverage. Many continue to rely on connections that are unsuitable for today’s data-intensive uses, from high-definition streaming to online gaming. As a result, buffering – caused by data bottlenecks – remains a common cause of frustration. 2. The United Kingdom | User Frustration Score: 17.02Most common search: “No internet connection” While the UK boasts an extensive and largely dependable internet network, connectivity issues can still occur, particularly in more rural areas. Limited infrastructure in less densely populated areas, combined with high traffic demands, often leads to slow speeds or complete blackspots. Just 61% of rural homes have access to full fibre services, compared to 81% of urban households. However, even in major cities, where infrastructure is more developed, dense populations can cause network congestion, resulting in slower speeds. 3. The United States | User Frustration Score: 15.49Most common search: “Why is my internet so slow?” The US is home to one of the largest internet user bases in the world, with approximately 322 million users, surpassed only by China and India. Many of these users live in large, densely populated cities, meaning high volumes of data are flowing through a limited number of routes to reach local populations, leading to congestion – particularly during peak usage hours. As a longstanding leader in high-speed internet, Americans have come to expect consistently fast download speeds. Consequently, even brief bottlenecks can cause significant frustration. Investing in stability: Countries with the lowest frustration scores In contrast, South Korea, Thailand, and Morocco lead the way in low connectivity frustration, despite their vast differences in the state of their internet infrastructure. While South Korea boasts a near 100% household access rate, largely served by high-speed fibre infrastructure, Morocco’s average speed of 61Mbps sits below the global average. What links them is their efforts to improve services. Thailand, for instance, has spent the past decade planning and implementing initiatives such as Net Pracharat – the rollout of high-speed infrastructure in over 20,000 rural villages. Likewise, Morocco has announced plans to build a 500-megawatt data centre, reducing the distance data must travel to reach end users. Connectivity hotspots: Why holiday destinations report lower frustrationPopular vacation destinations, such as Spain (3.57), France (2.07), and Mexico (1.77), also report relatively low levels of connectivity frustration. When tourism makes up a large part of a country’s GDP, there’s a strong financial incentive to keep people connected, both in urban centres and rural regions that attract large visitor numbers. Today’s travellers expect to be able to access navigation apps to get around, booking platforms to find rooms and experiences, and social media to share their adventures, meaning a destination’s appeal is tied to the reliability of its internet. As demand continues to rise, keeping consumers connected and satisfied the world over will require sustained investment in resilient, high-capacity infrastructure – not just at the Internet Service Providers level, but across the backbone that underpins it.
Methodology
The analysis is based on Google search behaviour to measure real-world frustration with internet performance. We examined a consistent set of high-intent search queries such as “internet is slow”, “wifi not working”, and “why is my internet so bad”, including both English and local-language equivalents. The study focused on the top 30 most-visited countries globally, using search volume data to identify where these queries are most common. To ensure fair comparison across markets of different sizes, results were normalised by population and internet user base, allowing us to rank countries based on the relative level of internet-related frustration rather than absolute search volume.
Detailed findings

The RETN DDoS Protection suite is a robust collection of security services designed to protect your network and infrastructure from various types of DDoS attacks.

Deprioritisation of traffic – A system built in-house to protect the network on the edge and avoid congestions on the RETN backbone, where malicious traffic automatically receives a lower priority and gets discarded first in case of congestion.Remote Triggered Blackhole (RTBH) – allows IP Transit customers to announce hosts tagged with 9002:666 BGP community, either for IPv4 or IPv6. All traffic destined to the /32 or /128 host tagged, will be discarded in ingress of the RETN Network.

OUR DDOS PROTECTION SUITE CONSISTS OF COMPLIMENTARY SERVICES

Extended blackhole (eBH) – more selective protection than standard blackholing, leaving legitimate traffic unaffected. There are two BGP Communities available: 9002:667: drop all UDP traffic, 9002:668: drop UDP traffic from “known amplifiers” (UDP with source-port 19, 53, 123, 161, 389, 520, 1900, 11211 and fragmented UDP).Flowspec – the BGP flow specification (Flowspec), allows you to rapidly deploy and propagate filtering and policing functionality among a large number of BGP peer routers to mitigate the effects of a DDoS attack over your network. This means that you will be able to define, in a very specific way, which traffic should be discarded on the RETN network before heading towards your interface(s).

BGP SERVICES

Can drastically reduce volumetric attacks

Leverage RETN’s 125,4 Tbps of IP/MPLS network capacity to absorb the largest attacks

Very useful if integrated with your own DDoS Mitigation solution

Can be combined with any RETN DDoS Mitigation Service

Uncommon: just a handful of service providers offer these

BENEFITS OF EXTENDED BLACKHOLE AND FLOWSPEC

The highest level of DDoS Protection is Mitigation, the ability to divert the traffic during an attack to the closest scrubbing centre, returning only the non-attack traffic to the customer. New and Improved We have recently greatly enhanced our DDoS Mitigation Product:

Increased scrubbing capacity by 5000%

Increased scrubber locations thereby decreasing average latency to closer scrubber by 54%

New unmetered model

New dedicated Security Operation Centre (SOC)

New RETN Security Portal

Implemented different detection methods, including a Smart Detection Mode built with AI assistance

Mitigation service is offered by two types of packages:

Core: aimed at clients unsure of their DDoS risk profile but want comprehensive protection at a very affordable rate.

Ultra: a package for any type of customer, complete peace of mind which benefits from all features as standard.

DDOS MITIGATION SERVICES

RETN has longstanding experience in providing Internet services. We believe that in the face of increasingly sophisticated cyber threats, DDoS mitigation is now essential and should be expected by all businesses and mission critical networks that require real-time protection.

To help defend our customers, we recently reviewed and enhanced our entire product suite and offer, in order to prepare the way to make DDoS Protection a commodity and help our clients to tackle the 50,000+ daily attacksworldwide.

The RETN DDoS Protection suite is a robust collection of security services designed to protect your network and infrastructure from various types of DDoS attacks. It serves RETN IP Transit and Internet Access customers.

Flex IX combines Remote IX and IP Transit into a single service, a single contract, and a single bill.

Flex IX is delivered in partnership with leading IXPs:

One Port AccessConnect to multiple IXPs and have IP Transit via one physical interface. Shared CDR ModelWhat is not used for Remote IX services become available for IP Transit. Burst CapabilityIP Transit can burst up to full port speed. Global IP Transit NetworkDelivered over RETN’s expansive, high-performance backbone, trusted by carriers and content networks worldwide. RPKI Origin Validation Ensures route authenticity and protects against prefix hijacking. BGP Community Control Enables granular, customer-managed routing policies. DDoS Protection & Mitigation Enhance security with RETN’s available mitigation services

Moreover, RETN is one of the largest IP Transit providers on the global scene, combining excellent peering relationships, connections to major IXPs, NSPs and ISPs, and deployed over RETN’s own DWDM network, through a single Autonomous Number, AS9002.

With our new product, Flex IX, there’s no more wasted capacity: unused Remote IX bandwidth instantly becomes available for transit, giving you the flexibility to use 100% of your committed data rate (CDR). If IP Transit traffic exceeds the total committed data rate across configured services, it’s not a concern. A burst rate is applied, allowing usage up to full port capacity. This provides peace of mind and supports business growth with complete flexibility.

RETN stands as a premier Remote Peering provider, connecting a vast number of customers through its extensive and robust network to the largest IXPs, commanding a significant share of the global remote peering market.

From high-definition video streaming to always-connected devices, and the rise of data-intensive and cloud-based technologies, demand for data continues to grow. However, investment in the physical infrastructure that enables data to move around hasn’t kept pace, meaning traffic has already surpassed the volume that much of our global network infrastructure can handle efficiently. Rising traffic is contributing to a growing frustration with connectivity. While global average internet speeds have improved significantly in recent years – rising from 1.7 megabits per second (Mbps) in 2010 to 118Mbps last year – the reliability and consistency of services lag, with search terms such as “Why is my internet so slow”, “Wi-Fi not working”, and “No internet connection” remaining high.

The infrastructure that underpins the internet is complex and largely invisible to consumers. Yet, it's crucial in keeping us online. When investments and upgrades fail to keep up with demand, users feel the impact through slower speeds, intermittent disruptions, and outright outages. To highlight where pressures are most visible – and the frustration caused to end users - RETN conducted a global analysis of internet search data, revealing the countries where connectivity issues are most frequently experienced. RETN analysed Google Trends data from the 30 most visited countries globally, as ranked by the United Nations World Tourism Organization (UNWTO). Frustration-related searches, in both English and local languages, were used to rank each country. Adjusted for population and internet user base, this data was used to assign each country a comparable User Frustration Score.

The 2026 Annual Resilience Check

What will shape the global connectivity in 2026?

Explore the 6 trends redefining today's global network landscape

In 2025, six themes emerged repeatedly across operator discussions:● Infrastructure concentration remains high.● Subsea dependency continues to expose systemic weakness.● Capital is tightening while costs are rising, making resilience increasingly dependent on balance sheet strength.● AI infrastructure investment is outpacing actual traffic demand.● Resilience claims face increasing scrutiny beyond marketing language.● Regulatory and geopolitical fragmentation complicate resilience planning.None of these signal collapse, but they do signal stress. And stress is cumulative.

While this report focuses on the Eurasian connectivity layer, the implications extend beyond the region. Transatlantic cloud ecosystems, U.S. hyperscalers operating in Europe, and multinational enterprises relying on Europe–Asia transit are directly exposed to these same infrastructure dynamics. Many U.S.-based cloud providers and AI platforms rely on European backbone corridors for intra-European delivery, transatlantic exchange, and Europe–Asia routing. Changes in resilience economics or corridor concentration in Europe, therefore, shape global cloud performance and cost structures.

The telecom industry loves to talk about AI, sovereignty, and satellite disruption. But beneath the noise, the real story in 2025 is structural: capital constraints, concentrated infrastructure, overbuilt AI data centres, and resilience that only works if you can afford it. This report examines what actually happened in 2025 - and what that means for 2026. The past two years have been defined by recurring disruptions: subsea cable cuts, geopolitical fragmentation, power instability, and infrastructure strain. Rather than focusing only on individual outages, we chose to track recurring structural patterns across the network layer to understand what pressures are building and what they may signal for 2026.
